WASHINGTON — Companies like Pepsi, Walmart, and Jack in the Box foot the bill for more than 150 million Americans’ prescription drug needs. 

But in Washington, where both Democrats and Republicans have launched into major campaigns to lower prescription drug prices, the bulk of the conversation about how to lower prescription drug prices has focused on changes to Medicare.
